Do I need a Permit for my Haunted House?

Carson City issued the following announcement on October 11.

In 1984 at the Six Flags Adventure Park in Brown Mills, New Jersey, eight teenagers died as a result of a fire breaking out in the park’s Haunted Castle attraction. Haunted houses are a fun way to celebrate Halloween, but it is important to note that there are safety considerations that need to be addressed to ensure a fun and safe attraction.

SPECIAL EVENT PERMITS: The Carson City Planning Division considers indoor or outdoor activity taking place on private or public property which is open to the public and different from the primary use of the land to be a Special Event. It does not matter whether or not a fee is charged. All Special Events require a Special Event Permit. If you are planning a Special Event, please apply for the Special Event Permit at https://www.carson.org/government/departments-a-f/community-development/business-license-division/special-event-permits.

In Carson City, haunted houses that are open to the public are considered “Special Amusement Buildings” under the Fire Code. In order to operate a haunted house legally, a permit must first be obtained from the Carson City Fire Department.

Fire permits are free of charge; however, it may take up to two weeks to gather all of the required documentation, process the application, and complete all required inspections. DO NOT WAIT UNTIL THE LAST MINUTE TO CONTACT THE FIRE DEPARTMENT FOR A PERMIT. We will be unable to accommodate last minute requests, and haunted houses operating without a permit are subject to a misdemeanor citation.
