Carson City Awarded $9.3 Million Federal “RAISE” Grant for East William Street Complete Streets Project

Carson City recently issued the following announcement.

We are thrilled to announce that Carson City has been selected as the recipient of a $9.3 million RAISE (Rebuilding American Infrastructure with Sustainability and Equity) Grant from the US Department of Transportation. The RAISE program focuses on investing in surface transportation projects that will have a significant local or regional impact and is one of the most competitive discretionary grant programs in the country, resulting in an approximately ten-to-one ratio of requests to available dollars in this year’s cycle. The East William Street Complete Streets Project was 1 out of 90 projects awarded across the United States.

This funding will be part of an estimated $17.4 million construction project used to transform East William Street from a former, state-owned highway into an efficient, multimodal street. Stretching from Carson Street to the west to the I-580/William Street interchange to the east, the project will provide roadway, bicycle, pedestrian, safety, and beautification improvements through one of Carson City’s primary commercial corridors. The project specifically includes pavement rehabilitation and preservation treatments throughout the corridor, access management infrastructure to improve safety and circulation for commercial driveways and side streets, enhanced street lighting, construction of signalized pedestrian crossings, bus stop amenities to support a planned transit line along the corridor, installation of electric vehicle charging stations at Mills Park, upgrades to traffic signal infrastructure, rehabilitation and construction of sidewalk infrastructure to establish ADA-compliant connectivity, added bike facilities, landscaping and streetscape beautification to establish a gateway to downtown Carson City, and significant upgrades to water, sewer, and stormwater utility systems, including low impact development stormwater infrastructure.

“On behalf of Carson City, I would like to express my gratitude for the support of our Congressional delegation in seeking funding for the William Street Complete Streets Project through the RAISE grant.  This was a highly competitive grant program, and I am very proud of our City staff who prepared the application, as well as those who worked tirelessly to successfully complete the South Carson Street Complete Streets Project, which demonstrated to the USDOT that Carson City can and will use these funds to accommodate sustainable economic growth and enhance the quality of life in Carson City,” said Mayor Lori Bagwell. 

The City wishes to thank Senator Catherine Cortez-Masto for her support, as well as Nevada State Assemblyman P.K. O’Neill, the Nevada Department of Transportation, Carson City School District, Washoe Tribe of Nevada and California, Carson City Chamber of Commerce, Nevada Department of Public Safety, Nevada Builders Alliance, Northern Nevada Development Authority, Muscle Powered, Carson City Culture and Tourism Authority, and the many other local partners and businesses that supported this application.
