County of Lyon recently issued the following announcement.
April 15, 2022 the Board of County Commissioners met in the Greg Hunewill Chambers to address a protest filed by Waste Management of Nevada in regard to the Board's March 3rd decision to award the franchise to Olcese Waste.

Waste Management presented their case that the Olcese Waste proposal should have been disqualified for being deficient in information and vague with their implementation plan. Olcese argued that they met the Request for Proposal requirements and that Waste Management was protesting because they lost the bid and were attempting to repackage their proposal.
Lyon County staff provided the Board with the history of the process and outlined the development and board approval of the Request for Proposals and Evaluation Criteria to score the bids. Waste Management had the highest score of 501 out of 600 possible points, C & S Waste scored 490, and Olcese Waste Score 390.
Comm. Jacobson moved to grant the protests based on material defects that were overlooked, the surety letter with the different company name, no criminal or civil litigation disclosure, implementation plan, based on these, implementation plan not sufficient, defects if not individually, cumulatively, raises an issue, other reasons: transfer station, reason against Waste Management not in line with the record, staff recommendation in the RFP not in the line with the Board’s decision, pricing and other factors, the local company applies to both Waste Management and Olcese, concerns based on the implementation, based on proposals and the information from the March 3, 2022 hearing, and their ability to perform within their required timeframe. To grant the protest to Waste Management and remand the Item to the Board for further action.
The Board of Commissioners will provide direction on how to proceed with the process at a meeting in May of 2022.
